The 51st Summit of Heads of State and Government of the Economic Community of West African States (ECOWAS) is scheduled to convene on Sunday, June 4, 2017 at the Farmington Hotel, Roberts International Airport (RIA).Liberia’s President Ellen Johnson Sirleaf, Chairperson of the Authority of Heads of State of ECOWAS, will preside.High on the agenda of the 15 Heads of State and Government are robust integration, youth empowerment and gender development.But by far the most fascinating and hopeful issue at hand for this 51st Summit will be the development of a single currency for the West African Sub-Region.We already know what this new, revolutionary currency will be called—the Eco.But the more challenging question will be HOW will it be so attractive and welcoming that all 15 ECOWAS Member States will readily embrace it, letting go the Naira in Nigeria, our most populous and most powerful ECOWAS member state; the CFA, currency of most of the French-speaking West African member states; the Ghanaian Cedi; The Gambia’s Dalasi; Sierra Leone’s Leone; and Liberia’s dual currency—the Liberian dollar and the United States dollar?A substantial portion of the groundwork for this and other major decisions of the 51st Summit starting next Sunday rests with the ECOWAS Management Team, which has been holding in Monrovia their preparatory meetings of their final year of existence.In his comprehensive and stirring Opening Address last Friday, the President of the ECOWAS Commission, Benin’s Marcel Alaine de Souza, told his colleagues and the attending participants that the year 2017 “is the final year of the current ECOWAS Management Team and as such, we must leave on a high note. It is for us together to ensure that we leave a solid legacy and a strong and viable Organization for the next Team to carry on with the task of working towards the realization of the dreams, hopes and aspirations of the Founding Fathers of this great Organization, which are as relevant today as they were 42 years ago.”Who are the ECOWAS Founding Fathers?We know of the three original Fathers—President William V.S. Tubman of Liberia, President Sekou Touré of Guinea and Prime Minister (later President) Kwame Nkrumah of Ghana, who first met in Sanniquellie, Nimba County, Liberia on July 15-19, 1959 to lay the groundwork for the establishment of the Organization of African Unity (OAU—now African Union—AU), out of whose belly ECOWAS and all the other African regional bodies were born.Among the other Founding Fathers who participated in the formation of the OAU that was finally realized on May 25, 1963 in Addis Ababa, Ethiopia, were Emperor Haile Selassie of Ethiopia, President Nnamdi Azikiwe and Prime Minister Abubakar Tafawa Balewa of Nigeria, President Julius Nyerere of Tangayika, President Milton Obote of Uganda, President Jomo Kenyatta of Kenya, President Felix Houphouet-Boigny of La Côte d’Ivoire, Prime Minister Sir Albert Margai of Sierra Leone, Prime Minister Modibo Keita of Mali, President Gamal Abdel Nasser of Egypt (United Arab Republic) and President Habib Bourguiba of Tunisia.We are recalling the founders of the OAU-AU because it was they who started the African Unity movement that led to all the other African regional bodies, including ECOWAS.Some of these leaders were still in power in West Africa when, in 1975, ECOWAS was born. Among them were President Touré of Guinea and President Houphouet-Boigny of La Côte d’Ivoire. President Tubman of Liberia being no longer around, having died in 1971, his successor, President William Richard Tolbert Jr. was among the 15 West African Heads of State and Government that signed the Treaty creating ECOWAS.Lest we forget, another Founding Father was also a Liberian—not a Head of State but a Liberian civil servant and banker named A. Romeo Horton, founder of the Bank of Liberia, the country’s first Liberian-owned bank. In the 1960s Mr. Horton became President Tubman’s Secretary of Commerce. It was Horton who first put on paper the proposal for the founding of the African Development Bank.In 1964 President Tubman, using Horton’s notes, and following a decision at the founding of the OAU in 1963— Article XX of the OAU Charter—for the formation of several Commissions, including the first, an Economic and Social Commission, yes, it was against that background that President Tubman proposed an economic union for West Africa. This led to an agreement signed in 1965 by four countries—Côte d’Ivoire, Guinea, Liberia and Sierra Leone, Liberia’s three most immediate neighbors. This laid the basis for the founding of ECOWAS.Following this brief historical background, we now return to this Editorial’s original question. At the beginning of October 2017, trailers loaded with scrap metals allegedly from the mining town of Yekepa began hauling scrap from Nimba to Monrovia on a daily basis.Over illicit 450K metric tons scrap metal dealA lawsuit seeking cancellation and revocation of two agreements for the sale and purchase of 450,000 metric tons of scrap in Nimba County has been filed by a consortium of Civil Society Organizations (CSOs) against the leadership of Nimba County and Sethi Ferro Fabrick Incorporated, which is the company expected to take over the deal.The lawsuit also named the Ministry of Justice (MOJ), the General Services Agency (GSA) and the Ministry of Finance and Development Planning (MFDP) as collaborators.The CSOs’ lawsuit includes Nimba Young Professionals, Liberia Scrap Dealers Association and Catholic Justice and Peace Commission, among others.In the lawsuit, the group alledges that contrary to the law, Superintendent Cooper initiated and encouraged Sethi Ferro Fabrick Inc., to enter and execute two separate agreements called Scrap Metal Sale and Purchase Agreement on July 24, 2017, and on August 23, 2017.“A major portion of the scrap metal, which is the subject of the lawsuit, has been transferred to Monrovia by the company,” the lawsuit contends. “The two agreements are illegal, defective and are canceled and revoked; the quantity that has already been transferred to Monrovia must be returned or put under the jurisdiction of the court and re-sold in keeping with the proper legal proceedings involving the PPCC,” the group said in the lawsuit.The lawsuit also argued that the agreements did not follow proper legal steps; therefore, they violated various provisions of the Administrative Regulations and the Public Procurement and Concession Commission (PPCC) law.Article VI (A) of the Administrative Regulation provides that “operators or dealers of scrap materials and scrap metal shall be limited to only Liberian of legal age, while Article VI (b) also provides that in the case of corporation or business venture, a majority of shares of the company shall be owned by Liberians.”Also, Article XI (13) of the regulation provides that “All assets of government declared as scrap metal shall be inspected by the Scrap technical Sub-committee and disposal of in keeping with the Public Procurement and Concession Commission (PPCC) Act.”However, the suit claims that Sethi Ferro Fabrick Inc., with which Cooper executed the agreement, has no majority share owned by Liberians; therefore, the deal was defective and must be canceled and revoked.The lawsuit contends that one of the two agreements authorized and empowered Sethi Ferro Fabrick Inc. the initial quantity of 250,000 metric tons of scrap metal for use exclusively in Liberia to be recycled for the production of steel rods and other steel-related production valued at US$60 per metric ton.“Sethi Ferro Fabrick Inc. has no recycling plant in Liberia; therefore, the purchase of the sale as stated in the agreement is false and misleading and for which the agreement must and should be canceled and revoked,” the lawsuit explained.They also argued that Supt. Cooper intentionally ignored the laws and regulations and subsequently entered into the agreement with Sethi Ferro Fabrick Inc., without the involvement of the PPCC.Besides, the lawsuit argues that the two agreements are in total violation of the law and a deviation from best practices by grossly understating the price of the scrap metals as US$60 per metric ton.According to the lawsuit, North Star is currently paying Nimba County US$72 per ton of scrap metal, while some unnamed bidders recently proposed to pay US$82 per metric ton.“The price of scrap metal in the sub-region ranges between US$75 and US$80 per ton; based on this, and in consideration of the PPCC, the US$60 per ton was not in the best interest of the County,” the suit indicated.“The defendants did not only violate the law but also intentionally cheated the beneficiaries of the scrap metal by understating the value of an average of US$20 per ton, for which the entire agreement must be canceled and revoked,” the suit stated.Nimba County Superintendent Dorr CooperThey argued that Supt. Cooper and other signatories to the agreement and the offices they represent were all situated in Montserrado County.It may be recalled that in 2006, the Government of Liberia (GoL) realized that big business entities and unscrupulous individuals in the country were notoriously looting scrap metals in Liberia and in such a rampant manner that even government institutions were looted with impunity.Based on that observation, the government set up a committee comprising various stakeholders, opinion leaders, and permanent government agencies called the ‘Intra-Agency Scrap Regulatory Committee,’ to take the necessary action that could avert the massive looting of its property.The Committee did extensive consultations with all stakeholders around the country and promulgated administrative regulations, to guide the improvement and management of the scrap industry in all the communities in Liberia.Intra-Agency Scrap Regulatory Committee and stakeholders entered into a Memorandum of Understanding (MOU) and an agreement to work collectively, to implement and enforce the guidelines, regulations, and policies aimed at improving and managing the scrap industry, and proper regulations were reached.In the MOU, the parties are under duty to ensure that all purchases of scrap metal must be in compliance with the law and administrative regulations guiding the industry, the community, and the Liberian people.The court has given the defendants up to April 6 to file their answer to the lawsuit.Share this:Click to share on Twitter (Opens in new window)Click to share on Facebook (Opens in new window)
…calls for independent inquiry into jailbreak crime spreePeople’s Progressive Party (PPP) General Secretary Bharrat Jagdeo has debunked as fallacious a list constantly referenced in sections of the media of persons allegedly murdered under the previous Administration, but in reality, this list is padded with the names of massacre victims and persons who died of natural causes.At his press conference on Monday, Jagdeo walked with a copy of the list to show the media. He pointed out that among the names on the list are victims who lost their lives in the Lusignan, Lindo Creek and Bartica massacres.“They would resurrect all of the old things. So now with the resurrection of the 400 young, black men according to them, killed in the PPP era… remember, we made it clear in Parliament that we’re prepared to have a Commission of Inquiry [CoI] into the whole period, in which you can investigate the criminals, the phantom gangs, drug dealers, everyone else and their connections to political operatives on both sides.”“We are confident,” Jagdeo continued. “We can demonstrate in any CoI that they had deep links in the [People’s National Congress] PNC. We are still waiting for the President to propose that CoI, because we support it. He went off to do Lindo Creek (CoI) and got (retired Justice Donald) Trotman and the lawyer, the Minister’s brother (Patrice Henry), to do that.”According to Jagdeo, he wants a CoI covering the entire period from the 2002 Mash Day jailbreak to the time they were apprehended or killed. Jagdeo noted that the massacres that occurred within the time, where the criminals got their weapons from and any potential links between drug dealers and political figures should also be probed in the CoI.“All this talk about investigating, they would only say that because they had a hand in a lot of the turmoil that took place in that period. It was political. I can show you the list. Look at all these people,” Jagdeo said, just before he brandished the list. “They were all killed… the supposed black men. Shazam Mohamed, Lusignan Massacre; Clarence Thomas, Lusignan Massacre; Ron Thomas, Vanessa Thomas, Ashraf Ally, Errol Thomas.”“You have people of every race here. You have the “Fine Man” gang members, the Bartica Massacre people, and members of the “Fine Man” gang. “Fine Man” (Rondel Rawlins) is on the list himself. The Lindo Creek (victims). Two persons who died of heart attacks are on this list. Lieutenant Colonel D Narine died from heart attack and Tony Ross. And they’re on the list. This is a fallacy. They don’t have anything else.”Checks on the list confirmed that it contains the names not only of victims of the massacres, as well as the infamous Rondel “Fine Man” Rawlins and Jermaine “Skinny” Charles, but it also contains the names of criminal elements who were killed in shootouts with the Police.One documented case in the list dates way back to 1999, with the inclusion of Terry Madhoo. Madhoo, also known as “Rusty”, was reportedly part of a gang that robbed an America Street cambio, opening fire indiscriminately, in the process injuring several persons, including an off-duty Policeman. Newspaper reports are that the gang was chased by Police into a cane field on the East Bank of Demerara, during which gunfire was exchanged and Madhoo was killed.The list is contained in a dossier that details various cases that occurred under the previous Government which the then Opposition parties and now governing coalition had wanted investigated for alleged human rights violations.In the dossier, the joint Opposition parties of the Alliance For Change, National Front Alliance, People’s National Congress and the Working People’s Alliance all joined together in their demands for an international inquiry.“The goal of this dossier is to establish that there is a sufficient prima facie basis to warrant further interrogation of grave human rights abuses in Guyana by an independent body cloaked with the legal authority to do this,” the dossier also states.The dossier was released by the then Opposition in 2009. Since coming to office in 2015, however, the only steps that have been taken towards an investigation of that era is a CoI ordered by President David Granger into the Lindo Creek Massacre earlier this year.
FORT ST. JOHN, B.C. – With the heavy rain falling across the Peace, the City of Fort St. John has closed all sports fields on city property until further notice.Recreation Manager Kylah Bryde says that the City decided to close the sports fields because the heavy rain has made the fields incredibly soggy and slippery. She explained that users could cause damage to the fields, and so they have been closed until further notice. Bryde said that if rain continues to fall, the fields won’t likely reopen until early next week, as the fields also need to partially dry up.Fort St. John Mixed Slo-Pitch League Secretary Becky Pruden says that all games scheduled to take place tonight have therefore been cancelled.- Advertisement -Bryde added that the closure only affects sports fields, and that parks themselves are not closed.
